Therefore, technology adoption has not been accompanied by effective delivery of services and increases in productivity and incomes. This failure has led the CGIAR to conduct, adapt, and disseminate research, extension, and information at the national level. Second, the CGIAR has not kept pace with the changing and highly divergent needs of NARS.
